LOS ANGELES, CALIFORNIA — Swim Up Hill Consulting, the award-winning consulting division of Swim Up Hill Companies, has announced a major growth milestone with a surge of new municipal contracts across the United States and Latin America. With recent partnerships finalized in Compton, Stockton, National City (CA), Kalamazoo (MI), and Medellín (Colombia), the athlete-led firm is setting a new national standard for equity-driven aquatics reform ahead of the LA28 Olympic and Paralympic Games.

Founded by Paralympic medalist Jamal Hill, Swim Up Hill Consulting supports cities in transforming aquatic infrastructure, policy, and public access. Additional pilot programs are now in motion in New York City, Washington, D.C., Miami, San Diego, and Detroit, all launched as part of the firm’s “All Roads Lead to LA28” initiative. This expansion follows Hill’s keynote address at the 2025 California Water Safety Conference, which catalyzed cross-sector interest and municipal engagement.

Contracts signed to date include three California cities, a continued partnership impact with the County of Los Angeles from last year, with a national footprint growing in Michigan, New York, D.C., and Florida. International reactivation is underway in Medellín, Colombia. The division’s 2025–2026 priorities include long-term embedded consulting in high-impact cities, expanded public-private collaborations and funding partnerships with state and philanthropic entities.
